Executive summary

Black Rock Consultancy provides a structured methodology for converting cannabis flour and/or extraction facilities to high-volume kratom powder manufacturing aligned with AKA GMP practices (modeled on 21 CFR Part 111).

Key findings:

  • ~60–70% unit-operation overlap between cannabis dry milling and kratom powder (clean, mill, sieve, blend, pack).
  • Critical gaps: validated microbial kill step, dust/HVAC upgrade for finer powder, supplement batch system (replacing METRC), alkaloid + Salmonella COA panels.
  • Complexity: 7/10 (flour conversion, Scenario A); 8/10 (extraction-only or Scenario B).
  • Default path: Scenario A hard changeover — 10–14 weeks to first production run (base case).
  • Discovery required: Site walkdown before firm CapEx; use 09-FACILITY-QUESTIONNAIRE.md.

We map three current-state paths (flour, extraction, hybrid) and two inbound kratom scenarios (raw leaf, pre-milled import).

Section 1 — Commonalities vs. variances (equipment gap analysis)

1.1 Cannabis flour line (reference current state)

See full mapping in 02-EQUIPMENT-GAP-MATRIX.md §1.

Components: receiving dock → quarantine → cleaning (destoner, magnet) → optional drying → hammer/pin/roller mill → plansifter → ribbon blender → auger fill → metal detector → dust collection (pulse-jet, explosion venting) → METRC track-and-trace → potency/moisture QC.

1.2 Extraction stack overlay (Black Rock pipeline)

See 02-EQUIPMENT-GAP-MATRIX.md §2.

Components: CO2 / hydrocarbon / ethanol extraction → dewax → distillation → formulation → vape/edible packaging. Not required for powder-only kratom but supports extract SKUs and hybrid pivots.

1.3 High-volume kratom powder line (target state)

See 02-EQUIPMENT-GAP-MATRIX.md §3 and benchmarks in 08-BENCHMARK-RESEARCH/.

Stages: supplier qualification → import receiving → quarantine until COA → validated kill step (steam pasteurization most common — Super Speciosa, Kraken) → coarse + fine mill (40–80 mesh) → blend-before-test → sieve → metal detect → pack/label (batch QR) → ISO 17025 third-party release.

1.4 Overlap summary

Immediate reuse Retrofit Fail / net-new
Mills, sieves, blenders, packaging, scales, metal detectors Dust collection CFM/HEPA; cleanout validation; labelers Kill step; METRC→111 LIMS; shared mill without validation

1.5 Inbound material variance

Path Implication
Raw dried leaf Full grind; drying validation; moderate kill-step load
Pre-milled import Skip coarse grind; highest microbial risk; kill step + blend-before-test mandatory

Section 2 — Bridging terminology and process gap

Full glossary: 03-TERMINOLOGY-CROSSWALK.md.

Cannabis Kratom / supplement
METRC Batch/lot master (21 CFR 111.415)
THC/CBD potency Mitragynine / 7-OH alkaloid profile
Processor license KCPA + FDA facility registration + AKA GMP (voluntary)
QA release (state) QCU release per 111.103
Remediation Kill-step validation, rework SOP
Cannabis COA ISO 17025 third-party micro + metals + alkaloids

QA/QC shift: From cannabinoid-centric state panels to Salmonella, E. coli, yeast/mold, heavy metals, alkaloid identity/strength on every lot — dual-lab testing recommended (Kraken Kratom model).

Material handling shift: METRC manifests → import documentation + supplier qualification files + quarantine-until-tested.

Section 3 — Cost and complexity

Full framework: 04-COST-FRAMEWORK.md.

Complexity rating

Profile Score
Flour → powder, Scenario A 7/10
Extraction-only → powder 8/10
Scenario B concurrent +1.0

Major cost drivers

  1. Kill-step equipment + validation ($75k–$400k+)
  2. HVAC / dust upgrades ($50k–$250k)
  3. Segregation (Scenario B: $100k–$500k)
  4. QMS / SOP build ($40k–$120k)
  5. Per-lot testing OpEx ($400–$900/batch)
  6. Licensing / counsel
  7. Downtime revenue gap (Scenario A)

TCC formula

TCC = CapEx_retrofit + CapEx_new + validation + QMS + licensing
    + (downtime_months × monthly_fixed_cost) [Scenario A]
    + segregation_premium [Scenario B]
    − salvage/resale

Base case Scenario A TCC (incl. 3 mo downtime): ~$715k (range $355k–$1.34M).

Section 4 — Baseline knowledge vs. discovery

4.1 Confirmed baseline knowledge

Topic Understanding
Physical processing Kratom powder is physical milling — alkaloid degradation from excessive heat is a design constraint
Bulk density ~0.35–0.55 g/mL; affects auger fill and dust generation
Flowability Moisture-dependent; pre-milled import often bridges in hoppers
Microbial Salmonella and E. coli are primary public-health specs; 2017–18 CDC multistate outbreak linked to kratom products
Import material Pre-milled Southeast Asian powder frequently fails micro on receipt without kill step
AKA GMP Voluntary but de facto buyer requirement; modeled on 21 CFR Part 111; annual third-party audit
Equipment overlap Flour lines share ~60–70% unit ops with kratom powder; extraction lines need net-new milling
Benchmark processes Super Speciosa: pasteurization + blend-before-test + QR COA; Kraken: dual-lab + environmental monitoring

4.2 Team experience statement

Black Rock's Cannabis Lab Pivot architecture (Resources/Black Rock 2.2.md) includes chemist-supported process design, SOP development, and supply chain coordination. This RFP package codifies facility conversion methodology informed by public AKA GMP vendor practices and cannabis processing infrastructure patterns in our prospect pipeline.

We do not present this document as a substitute for on-site engineering validation or regulatory counsel.

4.3 Discovery still required

Item Why
Site layout and AHU zoning Scenario A vs B decision
Equipment MOC and cleanability Reuse vs net-new
Dust collector CFM vs throughput CapEx sizing
License scope and category-change path Go/no-go
Inbound mix (% raw vs pre-milled) Line design
Kill-step method tolerance CapEx and labeling
Existing lab contracts OpEx model

Discovery phase: 2–4 weeks per 07-PM-AND-DISCOVERY-SOP.md.

Section 5 — Transition phasing and execution scenarios

Scenario A — Hard changeover

Full detail: 05-SCENARIO-A-HARD-CHANGEOVER.md.

Critical path: shutdown → decon (THC swab clearance) → retrofit (kill step, dust) → IQ/OQ/PQ → SOP/training → 3 pilot lots → commercial release.

Downtime: 10–14 weeks base; 8 aggressive / 20 conservative.

Scenario B — Phased simultaneous ops

Full detail: 06-SCENARIO-B-PHASED-OPS.md.

Feasible only with dedicated mills, separate AHUs, segregated QA flows, dual track-and-trace. +30–50% CapEx vs A; highest compliance failure mode.

Strategic recommendation

Use facility layout scoring:

Score = reuse_pct − segregation_cost − dual_audit_risk − downtime_tolerance
Condition Recommend
Good mill/pack reuse; cannabis wind-down OK Scenario A (default)
Must preserve cannabis revenue 3–6 mo; separate bays Scenario B bridge → A
Single shared mill + single AHU A only — B not viable

ROI: Scenario A = lower total cost, faster AKA GMP, single audit. Scenario B = preserves cash at segregation premium and dual-framework risk.

Immediate outreach: Head of Honey (OK) — verified contact, KCPA state; lead with Scenario A + 09-FACILITY-QUESTIONNAIRE.md.

Section 6 — Transition execution and project management

Full SOP: 07-PM-AND-DISCOVERY-SOP.md.

Facility baseline cataloging

  1. Pre-mobilization: NDA, questionnaire, counsel intro
  2. Day 1–2: photo walkdown, nameplate capture
  3. Day 3–4: process mapping (flour + extraction flows)
  4. Day 5: airflow / combustible dust assessment
  5. Week 2: gap workshop → scenario and BOE

PM strategy

  • Weekly status on schedule, CAPA, CapEx, supply, risks
  • Gate reviews: Discovery → Feasibility → Supply alignment → Controlled launch
  • Risk controls: No scale without kill-step validation; no PO >$25k without compliance checkpoint; no commingled batch records
